Can I detach licenses from one site and move it to another?

our developer is standing up a new site for us. The Dev site is Whatever*developersdomain.com. When we are ready can I detach my existing current license from whatever.developersdomain.com and attach It to our production site?

Sure, you can move your license from one site to the other. In some cases you can use the same license in both environments: Using One License for Live and Dev Sites.
