What I would like is for users to do is to import the events calendar (via they iCal link) to they’re calendar. When I did this, adding the calendar to my Google Calendar I couldn’t even get events in the previous (March) or next month (May) to be displayed. So to me it seemed like the export was a one time instance instead of subscribing to the feed.I would like to have users subscribe to the iCal feed and then when I push events to it it will automatically display on their calendar.

Assume that I will be telling the users how to set this up.
