I’ve noticed that the “Attendee Summary” for our events repeatedly reports ONE more seat than is sold.

From the looks of it, you’re seeing a ticket that is in the process of being purchased. This could happen for any number of reasons including an abandoned shopping cart or an order that needs to be manually confirmed. Your best bet is to check out your orders in WooCommerce for more details. You should be able to find it there.
