In order to support all requirements, Events Calendar Pro, Community Events, Filter Bar and Event Aggregator are required. Since yearly payments are necessary to get updates and support, the only reasonable solution for the municipality is to buy all PlugIns themselves. However, they do not have a Credit Card nor a Paypal Account.
