Once the interest has reached a certain level (does not need to be automated), they would like to invite those users to return and purchase tickets.  So for example if they scheduled a class and only two people were interested, they could potentially cancel that class and no refunds would be needed.  Once they determine there are enough people, they would like to allow users to come back and pay for the class.
